Some of these fine buildings were lodging houses in the 1890s and possibly later, at the time of this photo that looks as if it was around 1918. The women's dresses are some what shorter than pre-war.
My relatives ran one of these at No 11 and amongst the visitors at the time of the 1891 Census were a Pianoforte Manufacturer, wife and 6 children. There was also a Surveyor of HM Customs and his wife, plus one servant. It is not clear if the visitors were long or short term. The next property at No 14 was also a Lodging House run by a widow woman who had one boarder, plus 5 lodgers and three servants, one of whom was described as a nurse. Note the distinction of description between lodgers and boarders
