Considering that most of the people are looking towards the road this must have been taken during a parade or demonstation or similar. I have a thought that Edward V11 visited in 1909/10.
It does not look as if there are any urchins there; but plenty of straw boaters on the boys. Poor people dressed up for such events if not working, much possibly as some do today, when some insignificant royal passes by
