This was probably the spoil train from repairing the Bo-Peep tunnel that had become dangerous.

That was my first thought as well, but a closer look has made me think differently. The footbridge in the photo is at the Hastings tunnel end of the station, so the train appears to be heading towards Bo Peep tunnel, albeit on the side that trains normally run toward Hastings on. Can anyone else shed any light on the picture?

It could be taking new materials in to Bo-Peep tunnel-although it does appear more like rubble- -and was completely closed for a period in 1949 for extensive repairs to the western end of the tunnel, with the then steam hauled Hastings-London trains via Tonbridge starting and terminating at Bexhill West on the closed Crowhurst- Bexhill West line. I`m not sure about the electric services to London Victoria, I would think these terminated during this period at either Bexhill or the former West Marina station.

The steam locomotives would still have been serviced and shedded overnight at the former depot under the cliff opposite West Marina station, working back/ or to Bexhill West and Crowhurst to the junction by the signal box ( still there as far as I know) just west of Bo-Peep tunnrel then backing into/out of the depot.
If the spoil or materials train appears to be on the wrong track- the down road in rail parlance- this is probably as the Civil Engineers had total line possession of the section to facilitate working.
    Hope this helps.
I am now exiled in Hertfordshire by the way!
